makefile manifest defaults change:
 - removed DEPS, DEPS_AS_ARGS, OBJS_AS_ARGS
 - DEPS, DEPS_AS_ARGS, and OBJS_AS_ARGS will now be generated by igloo
 - can revisit this if it becomes an issue, but it shouldnt
